TNEB name transfer: how do you change the name on your EB connection?

Apply on TNPDCL's online portal or at your section office with Form 4 and one proof that the property is yours, plus Form 3 if the owner has died. The fee is ₹665 since 1 July 2025, and TNPDCL must finish within 7 days of a complete application or pay you ₹200 a day.

Why are you changing the name?

You bought it, or got it by gift or partition

  • Form 4 (undertaking), filled in and signed by you.
  • One proof that the property is yours: sale deed, partition deed, gift settlement, allotment letter, computer patta, a government-issued ownership document, a court judgment, or the latest property tax receipt in your name.
  • The seller's consent, if you can get it. A September 2025 instruction, as reported, told offices to stop asking for Form 2, but the reports and the portal still mention a "consent letter". Without the seller's consent, expect to give Form 3 and to pay a fresh security deposit.
  • The fee: ₹665, with no GST on TNPDCL's calculator. Any unpaid dues on the connection must be cleared first.

The owner has died

  • Form 3 (indemnity bond) on ₹80 non-judicial stamp paper, with an affidavit attested by a notary or a gazetted officer. Or a no-objection letter from each of the other legal heirs instead.
  • Form 4 (undertaking), filled in and signed.
  • A legal heir certificate from the Tahsildar, or proof of ownership such as the latest property tax receipt.
  • The fee: ₹665. Dues must be cleared first.

You rent the place

  • A registered lease deed, a registered power of attorney, a possession order or a court decree. These are the proofs of lawful occupation the 2022 rule lists; an unregistered rental agreement is not one of them.
  • The owner's consent letter (Form 2), which since 2022 says "leased out" and has the owner agree to pay dues you leave unpaid. And Form 4 (undertaking).
  • The fee: ₹665. The portal's document list covers only sale, partition, settlement, gift and death, so a tenant may have to apply at the section office.

In short

  • A TNEB name transfer costs ₹665 for a home or shop connection from 1 July 2025, with no GST on TNPDCL's charges calculator, and ₹50 for a hut connection, under TNERC Order 7 of 2025.
  • TNPDCL must complete a name transfer within 7 days of a complete application; after that it owes ₹200 a day, up to ₹2,000.
  • For a house you bought, you need Form 4 and one proof of ownership, such as the sale deed or the latest property tax receipt in your name; according to press reports, offices were told in September 2025 to stop asking for the seller's Form 2.
  • If the owner has died, add a legal heir certificate (or property tax receipt) and either Form 3, an indemnity bond on ₹80 stamp paper, or no-objection letters from the other heirs.
  • No name transfer goes through while the connection has unpaid dues or is disconnected.

The fee

₹665home or shop, from 1 Jul 2025
₹50hut connection
₹0GST on TNPDCL's calculator

TNERC set the fee at ₹600 in September 2022 and let it rise each July with inflation, capped at 6% a year, for each year up to 2026-27. The ₹665 rate is the one in force; we found no revision for 2026-27 as of 22 Oct 2026, and TNPDCL's own charges calculator shows ₹665 with GST at nil. In 2023 the board, then TANGEDCO, did add GST (₹615 plus ₹111 during its name-transfer camps); tax news sites report it dropped GST on name transfer and other service charges from October 2024. Google's AI answer and several sites still quote ₹645, ₹726 or older figures.

You may pay one more thing: a fresh security deposit, if the old deposit cannot move to you because the seller has not signed a consent letter.

How to apply online

  1. Get your papers ready as PDFs. Form 4 signed, your proof of ownership, and Form 3 if the owner has died. Use the checklist above.
  2. Open the TNPDCL application portal at app1.tangedco.org/nsconline and choose Apply, then Name Transfer.
  3. Type in a mobile number and email address, then the OTP sent to that phone. Updates go to this number.
  4. Fill in the form, upload the documents and pay the ₹665 fee. Keep the application number.
  5. Track it under Status, then Application Status. The 7 days run from when your application is complete.

Prefer paper? Take the same documents, with copies, to your section office (the Assistant Engineer, O&M) and ask for a receipt with the date.

If the owner has died

The connection moves to a legal heir. The Supply Code asks for the application (Form 1); a legal heir certificate from the Tahsildar, or proof of ownership such as the latest property tax receipt; either a no-objection letter from every other legal heir, or Form 3, an indemnity bond on ₹80 non-judicial stamp paper with an affidavit attested by a notary or a gazetted officer; and the fee and agreement form. TNPDCL's portal also asks for Form 4.

If an heir lives elsewhere or cannot be reached, Form 3 can stand in for their letter. In it you take on personal liability for any later dispute and for all past and future claims on the connection. If an heir actively objects, expect the office to hold the transfer until the dispute is settled.

If you are a tenant

In 2022 TNERC noted that tenants with a lease were being refused a name transfer because the Supply Code had no rule for them. Its amendment, notified in July 2022 and in force from 17 August 2022, added "registered lease of property or any other lawful occupation". The proof it accepts is a registered lease deed, a registered power of attorney, a possession order or a court decree. An ordinary 11-month rental agreement that is not registered is not on that list.

The owner signs Form 2, which since 2022 reads "sold / leased out" and includes the owner's promise to pay dues if the tenant does not.

How many days, and what if it is late

TNERC's standards of performance give TNPDCL 7 days from a complete application. Since 21 February 2024 the compensation for missing that is ₹200 for each day of delay, up to ₹2,000. The rules say it is credited against your bills within the next two billing cycles, automatically where TNPDCL can track the delay itself. If it is not, claim it from TNPDCL's designated officer or through its online portal.

The 7 days start only once everything is in, so check the list before you apply. If the section office does not act, complain to the officer above it, and then to the Consumer Grievance Redressal Forum for your circle.

Why applications get stuck

  • Unpaid dues. The 2022 amendment bars a name transfer until the connection's dues are paid, and Form 4 makes you liable for any bills revised later for the old period. Ask for the dues position before you buy.
  • A disconnected service. The code allows transfers only on connections that are not disconnected.
  • An unregistered rental agreement from a tenant.
  • A missing or unwilling heir. Form 3 can replace a letter from an heir who cannot be reached, but an heir who objects usually stalls the transfer.

What people report

"My house, someone else's name on the bill."

Very common. When the board (then TANGEDCO) linked Aadhaar to connections in 2022-23, about 40 lakh homes chose the option "owner but name not changed". That is why it ran a month of name-transfer camps from 24 July 2023, with 5,776 applications on the first day.

"It took weeks and three visits."

The older stories are of files stuck for 20 days to four months (2015) and of being asked for more documents than the rules require (2017 and 2019). Recent online applicants more often report about a week. Complaints to the Ombudsman about name transfers fell from 11 in 2021 to 4 in 2024, 30 in all over five years.

"They asked for the seller's signature, and the seller has moved away."

A common worry for buyers. A September 2025 instruction, as reported, tells offices not to insist on Form 2. If yours does, mention that instruction; if it still will not move, Form 3 and a fresh deposit are the fallback.

"I was charged more than the receipt said."

Reported in older complaints. Applying online and paying there gives you a receipt for the exact amount.

Questions people ask

How can I transfer my name in TNEB online?

On TNPDCL's application portal (app1.tangedco.org/nsconline), choose Apply, then Name Transfer. Give a mobile number and email, confirm the OTP, fill in the form, upload Form 4 and one proof of ownership (and Form 3 if the owner has died), and pay the ₹665 fee. Track it under Status, then Application Status.

How many days does a TNEB name transfer take?

TNPDCL must complete it within 7 days of receiving a complete application. If it is late, TNERC's rules give you ₹200 for each day of delay, up to ₹2,000, credited against your bills within the next two billing cycles. If it is not, claim it from TNPDCL's designated officer or its online portal.

What is the fee for a TNEB name transfer?

₹665 for a low-tension service, such as a home or shop, from 1 July 2025 (₹50 for a hut connection). TNPDCL's own charges calculator shows ₹665 with GST at nil. The ₹645 that Google's AI answer gives is the 2024-25 fee.

Which form is needed for EB name transfer?

Form 4, an undertaking that you will pay any dues on the connection, including bills revised later for the time before the transfer. If the owner has died, Form 3 too, an indemnity bond. The seller's consent is Form 2, and the application itself is Form 1. TNPDCL's portal has Forms 3 and 4 as PDFs.

Do I need the seller's NOC for EB name transfer?

Not the formal Form 2 any more: a September 2025 instruction to all chief engineers, reported by Maalai Malar and News Today, tells offices not to ask for it. Both reports still mention a consent letter alongside the ownership document, and the portal's sale route is headed "with Consent Letter". So bring the seller's signed consent if you can. Without it, the Supply Code has you pay a fresh security deposit, and offices often ask for a Form 3 indemnity bond.

Can a tenant get the EB connection in their name?

Yes, since TNERC amended the Supply Code in 2022 (in force from 17 August 2022), if you hold a registered lease deed or a registered power of attorney, or a possession order or court decree. The owner signs Form 2 saying the property is leased out.

Will my service number or the 200 free units change?

The free units go with the connection and its use, not the name: any domestic connection at 500 units or less in two months gets 200 free (100 above 500), under TNERC Order 5 of 2026. We found nothing in the rules that changes the service number on a name transfer.
