Gujarat electricity bill calculator 2026: PGVCL, DGVCL, MGVCL and UGVCL
A Gujarat town home pays ₹3.05 a unit for the first 50 units a month, ₹3.50 for the next 50, ₹4.15 for the next 150 and ₹5.20 above 250, plus a ₹15 to ₹70 monthly fixed charge, ₹2.45 a unit fuel surcharge plus 3.99%, and 15% duty. 200 units over two months, up to 2 kW, come to ₹1,405.16.
This PGVCL bill calculator also works for DGVCL, MGVCL and UGVCL, Gujarat's other state power companies (still often called GEB, the old Gujarat Electricity Board). All four share one set of rates: which one is yours.
Units, load and the billing period are on your bill. Homes up to 6 kW are usually billed every two months. The fuel surcharge is GUVNL's rate from July 2026, checked 1 Nov 2026.
City or town home, 2 months: 200 units, up to 2 kW

Worked out from GERC's rates, GUVNL's fuel surcharge and the Electricity Duty Act. Arrears, interest and any rebate on your bill are not included.
This includes duty on the 3.99% part of the fuel surcharge, our reading of the Act. Without it, this bill is ₹1,398.13.
- Fixed charge₹30.00₹15 a month for a load up to 2 kW, for two months. It is ₹25, ₹45 or ₹70 for bigger loads.
- Energy charge₹655.00Slab by slab for two months: 100 units at ₹3.05 and 100 at ₹3.50.
- Fuel surcharge (FPPAS)₹490.00₹2.45 on every unit, from July 2026.
- Fuel surcharge, 3.99% part₹46.883.99% of the energy charge, the ₹2.45 surcharge and the fixed charge.
- Electricity duty₹183.2815% for a city or town home. The Act charges it on what you pay the company for power. PGVCL's sample bill charges it on the fixed, energy and fuel lines; we also include the 3.99% part, which we have not seen on an official bill.
Sends only your units and the total.
Rates from the GERC Tariff Schedule of DGVCL, MGVCL, PGVCL and UGVCL, effective 1 Apr 2026, pages 3 to 5. Fuel surcharge from GUVNL FPPAS circular 1435, 3 Sep 2026. Duty from the Gujarat Electricity Duty Act, 1958, Schedule I. Two-month slabs, and duty on the fixed, energy and fuel lines, as in PGVCL Billing FAQs; duty on the 3.99% part is our reading of the Act.
In short
- From 1 April 2026, a city or town home on PGVCL, DGVCL, MGVCL or UGVCL pays ₹3.05 a unit for the first 50 units a month, ₹3.50 for the next 50, ₹4.15 for the next 150 and ₹5.20 above 250, each slab at its own rate (a slab is a band of units with its own price). The Gujarat Electricity Regulatory Commission (GERC), the state body that sets power prices, fixed these rates.
- A village home on these four companies pays ₹2.65, ₹3.10, ₹3.75 and ₹4.90 a unit for the same four slabs, against ₹3.05 to ₹5.20 in a city or town. The fixed charge is ₹15 to ₹70 a month, by connected load.
- From July 2026, every unit also carries a fuel surcharge (FPPAS) of ₹2.45 plus 3.99% of the energy, fuel and fixed charges, set by GUVNL, the state's power buying company.
- Electricity duty, a state tax, is 15% of what you pay the company for power in a city or town and 7.5% in a village of up to 5,000 people. A town home with a load up to 2 kW using 200 units over two months pays ₹1,405.16.
Which company is yours? This PGVCL bill calculator covers all four
Check the company name on your bill: PGVCL's sample bill prints it at the top. Gujarat has four state power companies, each for its own part of the state:
- PGVCL, Paschim (west) Gujarat Vij Company: Rajkot, Jamnagar, Junagadh, Porbandar, Bhuj, Bhavnagar, Surendranagar, Amreli, Botad, Morbi, Devbhumi Dwarka and Gir Somnath.
- DGVCL, Dakshin (south): Bharuch, Narmada, Surat (except part of Surat city), Tapi, Dangs, Navsari and Valsad.
- MGVCL, Madhya (central): central Gujarat, with offices in Vadodara, Anand, Nadiad and Godhra.
- UGVCL, Uttar (north): six districts in north Gujarat and parts of three more, run from Mehsana.
You don't need to pick one in the calculator. GERC sets one tariff schedule for all four, so a home pays the same rates whichever of them sends the bill, and this PGVCL bill calculator works for the other three too. The fuel surcharge comes from one GUVNL circular sent to all four.
If your bill comes from Torrent Power or another company, it is not one of these four: GERC publishes separate tariff schedules for Torrent Power's areas, and the same schedule sets other rates for connections that are not homes.
PGVCL's Consumption and Load Calculator, DGVCL's Monthly Consumption page and UGVCL's Bill Calculator work out units from your appliances, not a bill in rupees (checked 1 Nov 2026). This calculator takes the units on your bill and works out the rupees.

How to calculate your bill, the way this PGVCL bill calculator does
- Fixed charge. ₹15 a month up to 2 kW, ₹25 above 2 to 4 kW, ₹45 above 4 to 6 kW and ₹70 above 6 kW. Twice that on a two-month bill.
- Energy charge, slab by slab. For one month: 50, 50 and 150 units, then the rest. For two months: 100, 100 and 300, then the rest.
- Fuel surcharge. ₹2.45 on every unit.
- 3.99% fuel surcharge. 3.99% of steps 1, 2 and 3 added together.
- Electricity duty. 15% in a city or town, 7.5% in a village of up to 5,000 people. PGVCL's sample bill charges it on steps 1 to 3; we also charge it on step 4, reading the Act.
Or type your units in the Gujarat electricity bill calculator at the top and it does all five steps.
For 200 units over two months in a town: ₹30.00 + ₹655.00 + ₹490.00 + ₹46.88 = ₹1,221.88, plus 15% duty of ₹183.28, makes ₹1,405.16.
The two-month slabs are how PGVCL works out the energy charge on its own sample bill: its 1,167-unit sample has an energy charge of ₹5,368.40, and this calculator gives the same. That bill also charges 15% duty on its fixed, energy and fuel lines.
This calculator takes a two-month bill as 60 days. PGVCL's 61-day sample bill charges the fixed charge by the days (₹91.50 for the ₹45 band), and its FAQ stretches the slabs when a reading is late, so a real bill can differ from this one.

The fuel surcharge (FPPAS) from July 2026
GUVNL's circular of 3 September 2026 sets the fuel surcharge for use from 1 July 2026 at ₹2.45 a unit, plus a variable 3.99% of the energy charge, that ₹2.45 surcharge and the fixed charge. Before July it was ₹2.30 a unit with no variable part.
It applies to every kind of connection except farm connections. GUVNL's own page still calls it FPPPA.
The change adds up: at the old ₹2.30 rate, 200 units over two months in a town came to ₹1,316.75, against ₹1,405.16 now. A calculator that still uses the old rate shows a bill that is too low.
GUVNL's list shows one circular for each three-month period so far. If your bill for use after June 2026 shows a different rate, check whether GUVNL has published a newer circular. On 1 Nov 2026, none had been published after the one above.

Smart meters, prepaid meters and BPL homes
With a smart meter, units used between 11 am and 5 pm cost ₹0.60 less each.
Smart prepaid meters have lower energy rates (₹2.96 to ₹5.04 a unit in a city or town) while the balance stays positive. This calculator uses the ordinary post-paid rates (for meters paid after use), because these discounts depend on your meter. To see a bill on the ordinary post-paid rates, use the calculator at the top.
A BPL (below poverty line) home with its card pays a ₹5 fixed charge and ₹1.50 a unit for the first 50 units a month.

Questions people ask
How is a PGVCL, DGVCL, MGVCL or UGVCL bill calculated?
Add the fixed charge for your load (₹15 to ₹70 a month), the energy charge slab by slab, the fuel surcharge of ₹2.45 on every unit and 3.99% of those three. Then add electricity duty: 15% in a city or town, 7.5% in a village of up to 5,000 people. We charge the duty on the 3.99% part too, reading the Act's consumption charges as the charges paid to the company; we have not seen that line on an official bill.
A bill for two months uses twice the monthly slabs: 100, 100 and 300 units, then the rest. This calculator takes it as 60 days. PGVCL's sample bill charges the fixed charge by the days between readings, and its FAQ stretches the slabs when a reading is late, so a real bill can differ.
What is the electricity unit rate in Gujarat in 2026?
From 1 April 2026, a city or town home pays ₹3.05 a unit for the first 50 units a month, ₹3.50 for the next 50, ₹4.15 for the next 150 and ₹5.20 above 250. A village home pays ₹2.65, ₹3.10, ₹3.75 and ₹4.90. Every unit also carries the fuel surcharge and duty.
What is the price of 1 unit of electricity for a PGVCL home in Gujarat?
All in, for a city or town home billed for one month: about ₹7.03 a unit at 100 units, ₹7.46 at 200 and ₹7.81 at 300. That counts the fixed charge, the fuel surcharge and 15% duty.
What is the bill for 200 units in Gujarat?
₹1,405.16 for 200 units over two months in a city or town, with a load up to 2 kW. If those 200 units were used in one month, the bill is ₹1,491.87, because more of them fall in the higher slabs.
Why does my bill come every two months?
PGVCL's billing FAQ (2022), quoting GERC Supply Code clause 2.3(10), says homes up to 6 kW on a single-phase connection are billed every two months, and bigger or three-phase connections every month. A two-month bill doubles the slabs, so the units cost the same as two monthly bills.
The FAQ is PGVCL's. We have not seen DGVCL, MGVCL or UGVCL state it.
What is FPPAS on my bill?
The fuel and power purchase adjustment surcharge passes on changes in what power costs. From July 2026, GUVNL set it at ₹2.45 a unit plus 3.99% of the energy charge, that ₹2.45 and the fixed charge. GUVNL has published one circular for each three-month period so far.
How much is electricity duty on a home bill in Gujarat?
15% of the consumption charges (what you pay the company for power, not meter charges, late-payment interest or reconnection fees) in a city or town, under the Gujarat Electricity Duty Act. In a rural area, which the Act defines as a village or notified area of up to 5,000 people, it is 7.5%, and a home there using 250 units or less in a whole year pays no duty. A bigger village pays the village energy rates but 15% duty.
Does one more unit make the whole bill jump?
No. Each slab only changes the price of the units inside it. On a one-month bill in a city or town, unit 101 costs ₹7.89 with everything on it, not a jump on the whole bill.
Does this work for Torrent Power?
No. GERC publishes separate tariff schedules for Torrent Power's areas. This calculator is for homes whose bill comes from PGVCL, DGVCL, MGVCL or UGVCL.
