TNEB free electricity for farmers: who gets it, how to apply, and what Tatkal costs
Farm pump sets in Tamil Nadu get electricity free: the Government pays the whole agriculture tariff, ₹3,925 per HP a year or ₹4.95 a unit, and the farmer pays nil. A new TNEB agriculture free service connection comes in order of registration; TNERC's registration charge is ₹220. Tatkal, the faster route, costs ₹2.50 lakh to ₹4.00 lakh.
What each route costs for your pump
Normal (free)₹0
Connection free; you wait for your turn by seniority. The Government pays ₹19,625 a year for your 5 HP pump before a meter is fitted.
Tatkal (faster)₹2,50,000
One payment, not refundable. Electricity stays free after that.
Registration charge (TNERC)₹220
Tariff and subsidy: TNERC Tariff Order No. 6 of 2025, 30 Jun 2025, para 3.2.14; TNERC Order No. 4 of 2026, 27 Apr 2026, pages 10 to 12. Tatkal: TNPDCL, procedure for getting agricultural service connection (2024); registration charge: TNERC Suo-motu Order No. 7 of 2025, 30 Jun 2025, Table 22.
TNEB free electricity for farmers, in short
- In Tamil Nadu, farm pump sets are on the low-tension (LT) agriculture tariff, called LT IV: ₹3,925 per HP a year before a meter, ₹4.95 a unit after. The Government pays all of it; the farmer pays nil.
- Apply online under the Normal category first, with the Village Administrative Officer's (VAO's) ownership certificate and a ₹220 registration charge. Your place in the queue counts from that registration.
- A TNEB agriculture connection needs at least 0.5 acre of irrigated land for each connection, and one connection per independent well or bore well.
- Tatkal costs ₹2.50 lakh for a pump up to 5 HP and up to ₹4.00 lakh for 15 HP. It is optional, cannot be refunded, and keeps your place in the free queue.
- TNERC sets the security deposit for an agriculture connection at nil, Normal or self-financing.
Is farm electricity really free?
Yes, for the farmer. Pumping water for agriculture is billed on tariff LT IV, and TNERC's tariff order marks it "to be fully subsidised by the Government". For 2026-27, TNERC's provisional subsidy order sets the Government's share equal to the whole tariff, so the farmer's bill is nil.
| LT IV agriculture | Tariff | Farmer pays |
|---|---|---|
| Before an energy meter is fitted | ₹3,925 per HP a year | Nil |
| After an energy meter is fitted | ₹4.95 a unit | Nil |
These are the 2025-26 rates. TNERC's provisional subsidy order for 2026-27 carries them forward; the tariff order allows an inflation-based revision from 1 July 2026, and no revised order had been published by 30 Oct 2026.
What the Government pays a year for one pump before a meter, at ₹3,925 per HP:
| Pump | Paid by the Government a year |
|---|---|
| 3 HP | ₹11,775 |
| 5 HP | ₹19,625 |
| 7.5 HP | ₹29,438 |
| 10 HP | ₹39,250 |
| 15 HP | ₹58,875 |
The same holds for connections under the self-financing schemes: the subsidy order covers both the Normal and the self-financing (SFS) category. The order sets no limit of hours a day or pump size on the free tariff; Tatkal is the only route with a ceiling, 15 HP. The 200 free units you may have read about are for homes using up to 500 units in two months (TNERC Order No. 5 of 2026, 26 May 2026), not farm pump sets: see TNEB tariff 2026.

Who can get an agriculture connection
- Use, not crop. The tariff covers pumping water for agriculture and allied work: food crops, vegetables, trees, sericulture, floriculture, horticulture, mushrooms, cattle, poultry and fish or prawn farming carried on with agriculture.
- Land. At least 0.5 acre of irrigated land for each connection, and one connection to each well or bore well that stands apart from the others.
- Ownership. The tariff applies whoever owns the land, but the application needs the VAO's certificate that the applicant owns the land and the well. Joint owners all sign, or give consent letters.
- Light, not a house. Lighting up to 50 watts for each 1,000 watts of the connection, 150 watts at most. Milking, chaff cutting, threshing and similar work may use the supply through a changeover switch, but not at the same time as the pump.
If you meet these, get the VAO's certificate for your land and well before you apply.

How to apply for a TNEB agriculture free service connection
- Open TNPDCL's application portal and choose the agriculture connection. Enter your mobile number and the OTP.
- Fill in the form: your details and address, then the well and land details.
- Upload the documents: the VAO's ownership certificate, and a no-objection certificate if your land is not in one piece or a Government department must agree. You do not need to have dug the well yet.
- Pay the registration charge. TNERC sets it at ₹220 for every low-tension (LT) connection, which covers farm pumps, except huts, from 1 July 2025. TNPDCL's 2024 procedure, written before that order, says ₹200 plus GST, so check the amount shown before you pay. Your seniority counts only once it is paid.
- Keep the acknowledgement. It gives your registration number and date, your place in the queue.
Aadhaar is needed for agriculture applications on the portal. Apply here: TNPDCL agriculture connection.

How your turn comes
TNPDCL gives free connections each year up to a target set by the Government, in order of registration. The Tamil Nadu Distribution Code, the rulebook for TNPDCL, sets the steps when your turn comes:
- A 90 days' notice asks you to confirm that the well, the land and the survey numbers are still as in your application. You do not need the motor yet to answer it. When the well is ready, with the motor pump and capacitor fitted and wired, you sign the readiness register at the TNPDCL section office for your area. The section officer checks the site within 3 days, and the date you signed fixes your place for TNPDCL's cost estimate of the work.
- TNPDCL sorts the work into a plain connection, a small line extension, or a new transformer, and keeps a priority list for each.
- A 30 days' notice asks you to fit an ISI-marked (quality-certified) motor pump and capacitor and sign the agreement. If you are not ready, a second notice gives you up to 5 months; after 6 months from the first notice the application is cancelled.
- Supply within 3 days of you reporting ready, after a test report.
Acknowledge the 90 days' notice and sign the readiness register at the section office; after the 30 days' notice, report readiness and sign the agreement. If you have not taken supply 6 months after the first 30 days' notice, the application is cancelled.

Faster routes, and what they cost
Every route starts with the Normal registration. The paid routes buy an earlier connection. Under Normal, the self-financing schemes and Tatkal, the electricity is still free afterwards.
Tatkal (fast track)
| Pump | Tatkal payment |
|---|---|
| Up to 5 HP | ₹2,50,000 |
| Above 5 to 7.5 HP | ₹2,75,000 |
| Above 7.5 to 10 HP | ₹3,00,000 |
| Above 10 to 15 HP | ₹4,00,000 |
Open to Normal applications for pumps up to 15 HP. It is optional, it does not change your place in the free queue, and the payment cannot be refunded.
Revised self-financing schemes
After registering under Normal, you can opt in by paying ₹500 towards the estimate. The schemes are ₹10,000, ₹25,000 and ₹50,000: you pay the scheme amount if the estimate is under ₹50,000, and the whole estimate if it is more. The ₹10,000 scheme is offered to the oldest pending Normal applications.
Special priority, 350 a year
Each year 350 connections go first to widows, people with disabilities, ex-servicemen, serving soldiers, paramilitary and ex-paramilitary personnel, Scheduled Tribes (listed by TNPDCL as Scheduled Tribes in Hills) and people in an inter-caste marriage, after a year on the Normal list. Apply to the Superintending Engineer; ex-servicemen and serving soldiers apply to the Ex-Servicemen Welfare Department in Chennai.
TAHDCO and KAVIADP
SC and ST farmers on the list of TAHDCO (Tamil Nadu Adi Dravidar Housing and Development Corporation) are connected when TAHDCO pays an amount equal to the Tatkal cost. Ask the TAHDCO district manager.
The Kalaignarin All Village Integrated Agriculture Development Programme (KAVIADP), run by the Agricultural Engineering Department, has two parts, and both collect an amount equal to the Tatkal cost. Under the land-cluster part, the connection is in the Agriculture or Horticulture department's name and consumption charges are paid every two months; under the SC and ST part, the electricity is free. Ask the Agricultural Engineering Department's district office.

Paying for power while you wait
If your Normal turn has not come, the tariff order lets you take a paid connection on tariff LT IIIA(1) for pumping, and it moves to the free LT IV tariff when your seniority comes. It is only for Normal applicants, and the load must be what you applied for. LT IIIA(1) rates: TNEB tariff 2026.

What people report
A new target for 2026-27
News reports in October 2026 (DT Next, 24 Oct; The New Indian Express) say the Government ordered 50,000 agriculture connections for 2026-27, about half of them under Tatkal. We have not seen the order itself. If you registered under Normal, ask your section office whether your registration falls within this year's target.
Long waits
Farmers and parties describe waits of years on the Normal list. We have not found an official waiting-list figure. Your place is your registration date; the main official ways to be connected sooner are the paid routes, the TAHDCO and KAVIADP schemes, and the special priority list above.
Solar pump owners
DT Next reported in April 2025 a TNPDCL circular saying farmers with off-grid solar pumps cannot get a new free connection. We have not seen the circular; ask your section office.
Other limits you may read about
Some pages say farm power is free for 9 hours a day or only up to 10 HP. TNERC's tariff order sets the free tariff by use, and has no hours or horsepower limit in it. If anyone limits your hours or pump size on the free tariff, ask the section office for the order that says so.
TNEB free electricity for farmers: questions people ask
Is electricity free for farmers in Tamil Nadu?
Yes. Farm pump sets are on the LT IV tariff, ₹3,925 per HP a year before a meter is fitted or ₹4.95 a unit after, and the Government pays all of it. The farmer pays nil under both the Normal and the self-financing categories.
How do I get a free EB connection for agriculture in Tamil Nadu?
Apply online on TNPDCL's application portal under the Normal category first, with the VAO's certificate that you own the land and the well. Pay the registration charge: TNERC sets it at ₹220; check the amount shown before you pay. You are given a registration number and date, and the free connection comes in order of that seniority.
What does Tatkal cost for an agriculture connection?
₹2.50 lakh for a pump up to 5 HP, ₹2.75 lakh above 5 to 7.5 HP, ₹3.00 lakh above 7.5 to 10 HP and ₹4.00 lakh above 10 to 15 HP. TNPDCL says the amount cannot be refunded.
Do I lose my place in the queue if I choose Tatkal?
No. TNPDCL's procedure says Tatkal is optional and "does not affect the regular waiting seniority".
Can a tenant farmer get the agriculture tariff?
The tariff order says the agriculture tariff applies whoever owns the land, if the electricity is used for agriculture. To apply for a new connection, TNPDCL's procedure asks for the VAO's certificate that the land and well are owned by the applicant, so a tenant needs the owner to apply or to give the documents TNPDCL asks for.
How do I check my TNEB agriculture free service status?
Keep the acknowledgement you get after paying the registration charge: it gives your registration number and date, your place in the queue. To follow the application on TNPDCL's portal, see TNEB application status. The 350 special priority list can be searched by category on TNPDCL's agriculture service details page.
Is there a deposit for an agriculture connection?
No. The security deposit is nil for agriculture, in both the Normal and the self-financing categories.
Can I use the farm connection for my house?
Only for a little lighting: up to 50 watts for each 1,000 watts of the connection, 150 watts at most. Water from the well may go to the farmhouse. Anything else needs a separate service on its own tariff.
