UPPCL tariff 2026-27: home and shop rates, fixed charge and fuel surcharge
The UPPCL tariff for 2026-27 is the same as last year for homes and shops: a city home pays ₹5.50 to ₹6.50 a unit plus ₹110 a kW of load each month, and a rural home ₹3.35 to ₹5.50 plus ₹90. What changes every month is the fuel surcharge: -9.17% for November 2026, which takes money off the bill.
City home, per unit₹5.50 to ₹6.50
Fixed charge₹110 a kW
Fuel surcharge, November 2026-9.17%
November's surcharge takes ₹91.70 off every ₹1,000 of energy and fixed charges. Work out your own bill in the UPPCL bill calculator.
In short
- UP's electricity tariff for 2026-27 was set by UPERC, the Uttar Pradesh regulator, for the five state power companies (PVVNL, MVVNL, DVVNL, PUVVNL and KESCo) in its order of 2 July 2026, with no rise in the rates people pay.
- A UPPCL city home pays ₹5.50 a unit up to 150 units a month, ₹6.00 from 151 to 300 and ₹6.50 above 300, plus ₹110 a kW a month. A rural home pays ₹3.35, ₹3.85, ₹5.00 and ₹5.50, plus ₹90 a kW. A 1 kW home using up to 100 units pays the lifeline rate: ₹3.00 a unit and ₹50 a kW.
- UPPCL's fuel surcharge (FPPAS, the Fuel and Power Purchase Adjustment Surcharge) changes every month and is charged on the energy and fixed charges. From April 2025 to November 2026 it ranged from -9.17% to 10%, and it was a minus figure in 10 of those 20 months.
- UPPCL shops and offices (LMV-2) in towns pay ₹7.50 to ₹8.75 a unit and ₹330 or ₹450 a kW a month, with a minimum charge of ₹600 a kW a month from April to September.
- The full UPPCL tariff order 2026-27 is a PDF on UPERC's website (UPERC Tariff Order for the State Discoms, 2 Jul 2026 (FY 2026-27)): home rates are on pages 417 to 422 and shop rates on pages 423 and 424. UPPCL's six-page summary is its UPPCL public notice of the FY 2026-27 tariff.
UPPCL domestic tariff 2026-27 (LMV-1)
Homes are billed under LMV-1. Your rate depends on whether your supply is on the rural schedule or not (city homes and everyone else), and on your units for the month. Your load, in kW, is the power your connection is approved for, and the fixed charge is charged on it.
Applying for a new connection? See what each load costs to connect in Jhatpat connection charges.
| Units in the month | Rate a unit |
|---|---|
| Up to 150 | ₹5.50 |
| 151 to 300 | ₹6.00 |
| Above 300 | ₹6.50 |
| Fixed charge | ₹110 a kW a month |
| Units in the month | Rate a unit |
|---|---|
| Up to 100 | ₹3.35 |
| 101 to 150 | ₹3.85 |
| 151 to 300 | ₹5.00 |
| Above 300 | ₹5.50 |
| Fixed charge | ₹90 a kW a month |
Lifeline homes: a 1 kW connection using up to 100 units in a month pays ₹3.00 a unit and ₹50 a kW, in town or village. If it uses more than 1,200 units in a financial year, it moves to the normal rates the next year. Housing societies on one bulk connection of 50 kW or more, with at least 70% of the load for homes, pay ₹7.00 a unit and ₹110 a kW.
The order gives the rates for each band of units. PVVNL's official calculator charges every unit at the rate of the band the month reaches, so 200 units in a city home are all at ₹6.00. The UPPCL bill calculator works out your bill this way, line by line, and also shows it worked band by band.

Did UPPCL increase rates in 2026?
No. In the 2 July 2026 order UPERC wrote that, as the power companies had built up a surplus, "no Tariff hike is required for FY 2026-27". The rates in UPPCL's public notices for 2025-26 and 2026-27 are the same for homes and for shops.
What did change is behind the rate you pay. The order's rate for a city home before its cross subsidy adjustment (an adjusting value in the order, not shown on bills) went up from ₹6.85 to ₹7.35 a unit. The payable rate stayed at ₹5.50 to ₹6.50 because that adjustment also grew by ₹0.50 a unit in every band.
For lifeline homes and rural homes using up to 150 units, the State Government's subsidy grew.
Bills can still rise and fall each month through the fuel surcharge, below. The order says this is how the power companies recover a rise in what they pay for power. To see why your own bill moved, find your bill's month in the fuel surcharge table below.

From when do the 2026-27 rates apply?
The order says the rates apply seven days after they are published in the newspapers. UPPCL put the notice on its website on 6 July 2026, but it does not print the date it appeared in the papers. For homes and shops the date makes no difference to the amount, because the rates are the same as the year before.

UPPCL fuel surcharge (FPPAS) every month
Each month UPPCL works out what it paid for power three months earlier against what the tariff order allowed, and adds or takes off the difference as a percentage of your energy and fixed charges. It is capped at 10% either way.
Here is every month since April 2025, with UPPCL's letter for each. The letters are scanned images, so we read each one on the letter itself.

| April 2025 | January 2025 | 1.24% | ₹12.40 added | No. 106/RAU/IC, 27 Mar 2025 |
The biggest cut was -9.17% for November 2026; the surcharge reached the 10% cap for June 2026 and February 2026.
On a 2 kW city home using 200 units, the November 2026 surcharge of -9.17% changes the bill from ₹1,491 to ₹1,361. This takes the 5% duty on the energy and fixed charges only, as PVVNL's calculator does; if duty were also charged on the surcharge, the bill would be ₹1,354. How the surcharge sits on a bill, line by line, is in the UPPCL bill calculator.
To see your own bill with its surcharge, use UPPCL bill check. Bill jumped after a smart meter? UPPCL smart meter lists the usual reasons.
Each month's letter, linked in the table, listed on the UPPCL tariff page. Rule: UPERC (Multi Year Tariff for Distribution) Regulations, 2025, regulation 16.1: on the fixed and energy charges, three months after the power was bought, capped at 10% unless the Commission sets another limit.
UPPCL commercial tariff 2026-27 (LMV-2) for shops and offices
LMV-2 covers shops, hotels, restaurants, showrooms, banks, coaching centres, private diagnostic centres and similar places. In towns, the rates depend on your load:
| LMV-2, not rural | Up to 4 kW | Above 4 kW |
|---|---|---|
| Fixed charge, a kW a month | ₹330 | ₹450 |
| Lower rate a unit | ₹7.50 up to 300 units | ₹7.50 up to 1,000 units |
| Higher rate a unit | ₹8.40 above 300 units | ₹8.75 above 1,000 units |
| Minimum charge, a kW a month | ₹600 from April to September, ₹475 from October to March | |
The minimum charge means a shop pays at least that much for its load in a month, even if it used little power. Duty, the fuel surcharge and other charges are added to whichever is higher. Shops on the rural schedule pay ₹5.50 a unit and ₹110 a kW a month.
To find your column, check whether your load is 4 kW or less, or above 4 kW.

Rates for other connections
The main low tension rates for other kinds of supply, as UPPCL published them for 2026-27:
| Category | Supply | Fixed charge | Rate a unit |
|---|---|---|---|
| LMV-4 | Public institutions | ₹300 a kW a month | ₹8.25 |
| LMV-4 | Private institutions | ₹350 a kW a month | ₹9.00 |
| LMV-5 | Private tube wells and pump sets, rural, metered | ₹70 a BHP (brake horsepower) a month | ₹2.00 |
| LMV-5 | Private tube wells and pump sets, urban, metered | ₹130 a BHP a month | ₹6.00 |
| LMV-6 | Small and medium power, below 75 kW | ₹290 a kW a month | ₹7.30 |
| LMV-9 | Temporary supply, residential, metered | ₹200 a kW a month | ₹8.00 |
| LMV-11 | Public EV charging station on low tension | Nil | ₹7.70 |
Small and medium power (LMV-6) not on the rural schedule pays 15% more or less at set hours of the day, and public EV chargers 20% less from 9 am to 4 pm.
Factories and other industrial users of 75 kW and above are on the HV-2 tariff. Shops, offices and institutions of 75 kW and above that take supply at 11 kV or above are on HV-1. Both are high tension (HV) tariffs, with their own rate schedules in the order.

Electricity duty, meter rent and other charges
- Electricity duty: PVVNL's official calculator charges a city home 5% of the energy and fixed charges, and a shop 7.5%. It is a State levy, set outside the tariff order, and we have not found the notification itself.
- Meter rent: the LMV-1 rate schedule (pages 417 to 422) lists none, and PVVNL's calculator adds none.
- Paying on time: 1% off the energy and fixed charges if you pay by the due date with no arrears (page 414).
- Paying late: 1.25% a month on the unpaid amount for the first three months, then 2% a month (page 410).
- Part of a kW: charged as a whole kW, so 2.5 kW pays for 3 kW (page 408).

Which companies use this tariff
One rate schedule covers all five state-owned power companies: Pashchimanchal (PVVNL), Madhyanchal (MVVNL), Dakshinanchal (DVVNL), Purvanchal (PUVVNL) and KESCo in Kanpur. Noida Power Company (NPCL) in Greater Noida is a private power company with its own tariff order.

What some pages say, and what the orders say
"Electricity duty is about 7.5%."
Seen in an AI search summary and on a rate website. For homes, PVVNL's official calculator charges 5%; for shops it charges 7.5%.
"Meter rent is ₹15 to ₹50 a month."
We found no meter rent in the home rate schedule or on PVVNL's calculator.
"Bills went up 10% in June 2026."
That was the fuel surcharge at its 10% cap on June bills, not a new tariff. July's surcharge was -4.43%.
"The 2026-27 tariff order is the one dated 15 April 2026."
An AI search summary links it. UPERC's orders of 15 April 2026 set the charges of UPPTCL, the transmission company, and of the State Load Despatch Centre. The rates homes and shops pay are in the order for the state power companies dated 2 July 2026 (UPERC tariff orders list).
"The new rates started on 2 July 2026."
2 July is the date of the order. The rates apply seven days after they are published in the newspapers.

For a city home: ₹5.50 a unit up to 150 units a month, ₹6.00 from 151 to 300 and ₹6.50 above 300, plus ₹110 a kW of load a month. For a rural home: ₹3.35 up to 100 units, ₹3.85 from 101 to 150, ₹5.00 from 151 to 300 and ₹5.50 above 300, plus ₹90 a kW. A 1 kW home using up to 100 units pays the lifeline rate of ₹3.00 and ₹50 a kW.
The fuel surcharge set each month is added on top: -9.17% for November 2026.
Did UPPCL increase electricity rates in 2026?
No. UPERC's order of 2 July 2026 says "no Tariff hike is required for FY 2026-27" (page 360), and the rates homes and shops pay are the same as in 2025-26. Bills still move every month with the fuel surcharge, which ranged from -9.17% to 10% between April 2025 and November 2026.
What is the UPPCL commercial electricity rate per unit?
Shops and offices in towns (LMV-2) with a load up to 4 kW pay ₹7.50 a unit up to 300 units a month and ₹8.40 above that, plus ₹330 a kW a month. Above 4 kW: ₹7.50 up to 1,000 units and ₹8.75 above, plus ₹450 a kW. On the rural schedule: ₹5.50 a unit and ₹110 a kW.
What is the UPPCL fuel surcharge this month?
-9.17% for November 2026 bills, set in UPPCL letter No. 558/RAU/IC of 28 Oct 2026. It is worked out on the energy and fixed charges, so a minus figure lowers the bill. The table above lists every month since April 2025.
UP bijli rate 2026 kya hai?
City homes pay ₹5.50 to ₹6.50 a unit and ₹110 a kW a month; rural homes ₹3.35 to ₹5.50 and ₹90 a kW. Shops in towns pay ₹7.50 to ₹8.75 a unit and ₹330 or ₹450 a kW. The rates are the same as 2025-26; only the monthly fuel surcharge changes, -9.17% for November 2026.
Is electricity duty in UP 5% or 7.5%?
PVVNL's official bill calculator charges 5% of the energy and fixed charges for homes (LMV-1) and 7.5% for shops (LMV-2). We have not found the State's duty notification itself, so we cannot say what it is for other categories or for rural homes.
Is there a day and night (time of day) rate for homes in UP?
No. The 2026-27 tariff order sets time-of-day rates only for small and medium power (LMV-6, page 432), EV charging (LMV-11, page 440) and large and heavy power (HV-2, page 446). The home rate schedule (pages 417 to 422) has none, so a home pays the same rate at any hour.
Where can I download the UPPCL tariff order 2026-27 PDF?
The full order is on UPERC's website (UPERC Tariff Order for the State Discoms, 2 Jul 2026 (FY 2026-27)); the rates for homes are on pages 417 to 422 and for shops on pages 423 and 424. UPPCL's six-page summary of every category's rates is its UPPCL public notice of the FY 2026-27 tariff.
