UPPCL complaint number: 1912, WhatsApp and how fast it must be fixed
The UPPCL complaint number is 1912, or toll-free 1800-410-1912. Both are free; give your account number or registered mobile and note the complaint number. If the power company misses the time limit set by UPERC, the state regulator, it owes you money for each day late, if you claim it.
How fast must it be fixed?
Must be fixed within4 hours
If late, you can claim₹50 a day
Counted from your complaint. Claim within 60 days of the fix; it is paid as a credit on your bill.
UPERC Standards of Performance Regulations, 2019, Schedule I (16.2, 16.3.3, 16.11.1) and Schedule III; burnt meter and wrong bill: UP Electricity Supply Code, 2005 (consolidated up to the 3rd amendment), clauses 5.8 and 6.5(b).
In short
- The UPPCL complaint number is 1912, or toll-free 1800-410-1912, for power cuts, voltage, meter and bill problems. Both are free, and UPERC's rules say complaint centres must be open day and night, every day.
- Each power company also takes complaints on WhatsApp: PVVNL 78598 04803, MVVNL 76690 03409, DVVNL 80109 57826, PuVVNL 80109 68292 and KESCo 82878 35233.
- UPERC, the state regulator, sets time limits: a blown fuse at your home or the local transformer must be fixed within 2 hours in a big city, 4 in a town and 6 in a village, counted from your complaint. A failed transformer must be replaced within 6, 8 and 48 hours in the same three places.
- If UPPCL misses UPERC's time limit to fix a fault, it owes you ₹50 to ₹250 for each day late, as a bill credit, if you claim within 60 days of the fix.
- Not solved? Go to the CGRF, UPPCL's consumer grievance forum (₹50 at most for a home, free for compensation), and then to the Electricity Ombudsman, who hears appeals against the forum's order.

How to complain on the UPPCL complaint number or online
- Keep your account number ready, or call from the mobile number registered with your connection. Without one of them the complaint is not registered.
- Call 1912, message your company's WhatsApp number, log in on the 1912 portal with your mobile number and an OTP, or use the UPPCL Smart app.
- Get the complaint number. On a call it must be given to you at once; otherwise it must reach you within 30 minutes on the channel you used, and by SMS and e-mail if your contacts are registered.
- Write down the date and time. Most time limits, and your compensation, are counted from your complaint; for a broken line or cable they start from the breakdown itself.
Keep the complaint number: it is your proof of when you complained, and how you follow up. Ask for it before you hang up.

Light nahi aa rahi: how fast must power come back?
| Problem | Big city | Town | Village | If late, a day |
|---|---|---|---|---|
| Fuse blown, at your home or the local transformer | 2 hours | 4 hours | 6 hours | ₹50 |
| Overhead line or cable broken | 2 hours | 3 hours | 24 hours | ₹100 |
| Underground cable fault | 12 hours | 12 hours | 48 hours | ₹100 |
| Transformer failed | 6 hours | 8 hours | 48 hours | ₹150 in villages; none listed elsewhere |
A big city means one with 10 lakh people or more in the 2011 census, and Noida and Greater Noida. A town is any other municipal or development authority area, and a village is a gram panchayat area.
Low or high voltage must be fixed within 2 days if it is a local transformer fault, 10 days if no network work is needed and 120 days if the network needs an upgrade. If a new substation is needed, UPPCL must send UPERC a plan within a month and tell you the likely time; the rules list ₹250 a day for delay in that case.
If your smart meter is still on prepaid, power must be back within 2 hours of a recharge; UPPCL says smart meters are moving back to postpaid (see UPPCL smart meter).
Long cuts count too: if your area gets fewer hours of supply than scheduled, the rules list ₹20 for each kW of your load for each hour short in cities and towns, and ₹10 in villages.
Time is up and the power is still off? Call 1912 with your complaint number, then claim the money as shown below.

How to claim compensation from UPPCL
- When and where: within 60 days after your complaint is resolved, or once it has been pending for 2 weeks, through the same channels as a complaint, such as 1912. Give your account number and keep the claim number you are given.
- How it is paid: only as a credit against your current and next bills, and shown on each bill.
- When you get nothing: if you have bills unpaid for more than 30 days on the day you claim, or if the delay came from events outside UPPCL's control (force majeure) or a failure of the main grid.
- The limit: in a year, at most 30% of the fixed charges on your bills (the part of the bill that does not depend on units used). Claiming is free.
If you are not paid within 45 days of the claim, or you disagree with the decision, take it to the CGRF within 60 days.

Wrong bill or burnt meter: what the rules say
Wrong bill: before the due date, pay the bill amount or the average of your last six bills, whichever is less, "under protest" (saying you dispute it), and complain. The complaint must be decided within 7 days; if you were right, a corrected bill comes with 7 days to pay and no late fee.
Burnt meter: supply must be restored at once by connecting you directly without the meter, and a new meter fitted within 3 days.
To see what you should be paying, use the UPPCL bill calculator; this year's rates are in UPPCL tariff 2026-27. Paid but the bill still shows due? See UPPCL bill payment.
UP Electricity Supply Code, 2005 (consolidated up to the 3rd amendment), clauses 6.5(b) and 5.8(a).
Not solved? CGRF, then the Electricity Ombudsman
- CGRF: file on UPPCL's CGRF complaint portal. A home pays ₹25 for each kW of its sanctioned load (the load the connection is approved for), at most ₹50; a complaint about compensation is free. The forum must decide within 45 working days (the regulations count days as working days).
- Next step: if you disagree with the order, or the forum does not decide in 45 days, go within 30 days to the company-level forum (the forum for the whole power company) or straight to the Electricity Ombudsman. A case first decided by the company-level forum goes to the Ombudsman.
Which forum hears it: power cuts, quality of supply and bills under ₹50,000 go to the sub-division forum; meter complaints and transformer changes to the division forum; network upgrades to the circle forum; compensation and other Standards of Performance claims to the company-level forum. Until sub-division and division forums are set up, the circle forum hears their cases.
The forum does not take cases about theft, unauthorised use, meter tampering or accidents, or cases already in a court.

What some pages say, and what UPPCL says
"The UPPCL complaint number is 1800-180-3023."
We did not find this number, or 1800 180 5025 or 1800 180 8752, on any UPPCL complaint page. UPPCL's portals give 1912 and 1800-410-1912.
"Customer care: 0522-2887701."
That is the phone number of UPPCL's head office at Shakti Bhavan, Lucknow, not a complaint line.
"Ask for a load change on 1912."
Load change, category change and permanent disconnection are service requests on consumer.uppcl.org after you log in. Use 1912 for complaints.
"Power complaints are fixed within 24 to 48 hours."
UPERC's limit for a blown fuse at your home or the local transformer is 2 hours in a big city, 4 in a town and 6 in a village; other faults have their own limits in the table above.
"Go to the Ombudsman if 30 days pass."
The Ombudsman hears appeals from the CGRF. Go to the CGRF first.
